The stern message followed the recent foiling of a terror plot in which authorities arrested 16 suspects accused of planning acts of chaos and sabotage and seized missiles, explosives, and firearms, moves that Hassan said demonstrated the need for zero tolerance toward external loyalties and subversive elements seeking to propagate instability and impede national progress
