Saudi Arabia Outlines Entry Rules for Makkah Ahead of 2025 Hajj Season

MAKKAH: The Ministry of Interior has announced a series of measures to ensure the safety of pilgrims and the smooth conduct of Hajj 2025.

According to the report, Starting April 23, residents within the Kingdom must obtain official permits to enter Makkah. Those without valid permits will be denied entry and returned to their original locations, the ministry stated.

Exemptions apply to: Residents with a work permit for the holy sites, Those holding a resident ID issued in Makkah, And individuals with valid Hajj permits.

Permits can be obtained electronically via the Absher Individuals and Muqeem platforms.

In addition, no visa holders  except those with Hajj visas  will be allowed to enter or remain in Makkah from April 29 onward. 

The issuance of Umrah permits through the Nusuk platform will also be suspended for Saudi citizens, GCC nationals, Kingdom residents, and other visa holders from April 29 until June 10.

Earlier, the ministry confirmed that April 13 is the final entry date for Umrah visa holders, and they must depart by April 29.

Companies and establishments serving pilgrims and Umrah performers have been warned to report any delays in departures to the relevant authorities. 

Violators could face fines up to SR100,000 ($26,600), with penalties increasing based on the number of individuals in violation.

The Ministry of Interior emphasized the importance of adhering to Hajj regulations and called for full cooperation to ensure a safe and organized pilgrimage.
