Kyyiv: Ukrainian President Volodymyr Zelenskyy announced on Thursday that a newly signed minerals deal with the United States represents a balanced and fair partnership, marking a significant diplomatic achievement after months of negotiation.
In his evening address, Zelenskyy highlighted that the agreement carries no repayment requirement for previous American aid to Ukraine, underlining the fairness of the terms. The deal, which still requires ratification by Ukraine’s parliament, grants the U.S. access to key Ukrainian natural resources, including critical minerals. In return, it is expected to solidify long-term American military and economic support for Kyiv amid its continued resistance against Russia’s invasion.
Ukrainian officials say the final version of the agreement greatly improves upon earlier drafts, which had reportedly placed Ukraine in a subordinate position and granted the U.S. disproportionate control over Ukrainian resources. The new terms, they argue, reflect a more respectful and equal partnership.
The agreement will also establish a reconstruction fund, aimed at helping Ukraine rebuild infrastructure and maintain defence readiness. It replaces a previous draft deal that was abandoned following a contentious meeting at the White House involving President Donald Trump, Vice President JD Vance, and President Zelenskyy.
Public reaction in Kyiv was divided. Some residents voiced hope, seeing the deal as a step toward Ukraine’s victory. “I still believe this could bring us closer to success,” said local resident Diana Abramova.
Others, however, expressed concerns about sovereignty and the cost of ongoing conflict. “Our country feels like a pawn on the world stage,” said Iryna Vasylevska, a 37-year-old Kyiv resident. “It’s like we’re giving everything away without truly gaining security.”
Still, some, like university lecturer Natalia Vysotska, placed their faith in Ukrainian negotiators. “I trust that our experts evaluated all sides of this deal,” she said. “I hope it works in our favor.”
The agreement comes during what U.S. Secretary of State Marco Rubio described as a “critical” week for American diplomatic efforts in the region. For Ukraine, the deal represents both a strategic resource partnership and a political lifeline, ensuring continued U.S. involvement in its defense against Russia’s prolonged military campaign.
