Saudi Arabia Opens E-Permit Applications for Makkah Entry Ahead of Hajj 2025

Riyadh: The General Directorate of Passports has begun accepting electronic applications for Makkah entry permits for resident workers during the Hajj season.

According to the report, Applications can now be submitted via the Ministry of Interior’s digital platforms Absher and the Muqeem portal removing the need to visit passport offices. 

This service is integrated with the unified Hajj permit system through the Tasreeh platform.

Permits through the Absher Individuals platform are available for domestic workers, dependents, Premium Residency holders, investors, mothers of citizens, and GCC nationals upon submitting the required documents.

The Muqeem portal issues permits to workers in Makkah-based establishments, seasonal work visa holders, and individuals under contract with such establishments for Hajj-related work.

Starting April 23, residents must obtain permits to enter Makkah. Those without valid permits will be turned back to their original location, the Ministry of Interior confirmed.

Exemptions apply to residents with: Work permits for the holy sites issued by the relevant authority, Resident IDs issued in Makkah and Valid Hajj permits

Additionally, the issuance of Umrah permits via the Nusuk platform will be suspended from April 29 to June 10 for citizens, GCC nationals, residents, and other visa holders.

As of April 29, only individuals with a valid Hajj visa will be permitted to enter or stay in Makkah.
