Strict Actions Planned Against Hate Speech on Social Media During Muharram

Islamabad: The federal government of Pakistan has decided to take comprehensive measures to ensure peace and security during the holy month of Muharram, with a strong focus on curbing sectarian hate speech and misinformation on social media platforms. The decision was made during a high-level meeting chaired by Interior Minister Mohsin Naqvi in Islamabad.

The meeting was attended by representatives from all provinces, as well as officials from Kashmir, Gilgit-Baltistan, and the Islamabad Capital Territory. The participants reviewed security plans for Muharram across the country in detail.

It was decided that strict action would be taken against individuals spreading religious hatred on social media. In this regard, the Pakistan Electronic Media Regulatory Authority (PEMRA) will be given clear recommendations to curb the dissemination of hate content through both electronic and social media channels.

The meeting also resolved that decisions regarding the suspension of mobile phone and internet services during Muharram will be made in consultation with the respective provincial governments, taking into account the ground realities and specific security concerns.

Interior Minister Mohsin Naqvi emphasized that any decision regarding communication blackouts will be based on the prevailing security situation and will be made through mutual consultation. He assured that the federal government will extend full support to the provinces, Kashmir, Gilgit-Baltistan, and Islamabad to maintain peace and order. “No one will be allowed to incite violence or create unrest,” he said.

Provincial governments have already announced their own security measures for Muharram.

In Punjab and Sindh, Section 144 will be enforced from the 1st to the 10th of Muharram, banning all unauthorized public gatherings and the carrying of weapons. In Sindh, special restrictions will apply, including the suspension of all weapon licenses during this period. Use of drones, aerial cameras (heli-cams), unauthorized processions, and illegal use of loudspeakers have also been prohibited.

Additionally, double riding on motorcycles will be banned across Sindh on the 9th and 10th of Muharram.

A spokesperson for the Punjab Home Department stated that there will be no increase in the number of Muharram processions or religious gatherings. Display of weapons and flammable materials in public places, without official permission, will be strictly prohibited.

Under Section 144, provocative slogans, gestures, and actions that incite sectarian or religious hatred will not be tolerated. Any statement or commentary that could potentially stir sectarian or ethnic tension will be dealt with under the law.
