Dubai to Launch Contractor Rating System by 2026, Suspends Two Firms

DUBAI: Dubai Municipality has announced a major update to its Contractor and Engineering Consultancy Rating System, set to take effect in early 2026. The initiative aims to enhance the accuracy and integration of performance evaluations for construction firms and engineering consultancies across the emirate.

The revised system will introduce broader performance indicators, including financial solvency, Emiratisation rates, corporate social responsibility involvement, timely project completion, use of innovative technologies, and feedback from property owners. These criteria are part of a wider effort to transform Dubai’s construction sector into a more intelligent, sustainable, and globally competitive industry.

As part of these regulatory reforms, the Licensing and Professional Practice Registration Committee has suspended two engineering consultancy offices for six months. The suspension, which bars the firms from applying for new project permits, follows violations of professional standards that posed potential risks to developers and property owners. The names of the firms were not disclosed.

Eng. Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency, stated that the updated system will empower stakeholders through transparent performance data, enabling informed decision-making. She also highlighted that Dubai Municipality will collaborate closely with industry stakeholders through meetings and digital surveys via the "Build in Dubai" (BID) platform to finalize the system.

The new rating framework is a key component of Dubai’s broader strategy to improve construction quality, support innovation, and attract investment in the urban development sector.
